The most bizarre moment in our life：
It is neither we are too young nor we are too old,
it is when we stop learning.

Positive

Climb up but dig down.
THE only time you start at the top is when you dig a hole. -Krystyna Jones

Turn taken for the better.
GARDENERS turn over a new leaf every day.- Brad Capes

A father and Son thing
BY the fime a man relaises that maybe his father was right, he usually has a son who thinks he's wrong.

Guo Guo was the first panda to give birth since the 7.9 magnitude quake rocked Sichuan province on May 12, killing nearly 70,000 people and leaving five million homeless, Xinhua News Agency reported.

One cub weighed 170 grams, Xinhua said. Guo Guo was cuddling the other cub and staffers at the Bifengxia Giant Panda Base were not able to weigh it. The report did not give the sex of the twins.

Twelve-year-old Guo Guo was moved to the Bifengxia panda centre after the quake caused heavy damage at the Wolong Nature Reserve, China’s main panda breeding centre where Guo Guo normally lives.

Wolong, tucked in the lush mountains of Sichuan province, was close to the epicentre of the earthquake. One panda at Wolong was killed and another remains missing.

Most of its 63 pandas had to be moved after the quake because of the threat of landslides and other hazards.

Some were taken to the Bifengxia Giant Panda Base about 120 km outside Sichuan’s provincial capital of Chengdu. Others were taken to another breeding centre in Chengdu, facilities in the Chinese capital of Beijing, the eastern province of Fujian and the southern province of Guangdong.

The Wolong reserve is at the heart of China’s effort to use captive breeding and artificial insemination to save the giant panda, which is revered as an unofficial national mascot.

Only about 1,600 pandas live in the wild, mostly in Sichuan. An additional 180 have been bred in captivity, many of them at Wolong, and scores have been loaned or given to zoos abroad, with the revenues helping fund conservation programs.

The world economy is facing its darkest days in almost 20 years due to a perfect storm of soaring oil and food prices, the global credit crunch and confidence-sapped American consumers.

The globe’s most important economy, the US, could be in recession, parts of Europe already are, house prices in Britain have just suffered their biggest decline since 1992 and companies such as Starbucks are laying off thousands of workers.

The only bright spots are emerging giants such as China, Brazil and Russia — and it is on their coat tails that Australia’s economic outlook for the coming year will ride.

Since the 2000-01 recession, the global economy has been growing at its fastest rate in recorded history, aided and abetted by those emerging nations as well as extremely low interest rates in rich nations.

It was those low interest rates, and the sub-prime mortgages associated with them, that was the starting point for the credit crunch that has so dominated headlines and policymakers’ time over the past year.

Now, the mess left over from the lax monetary policy and financial oversight is there for all to see.

This week, the Bank for International Settlements — effectively the reserve bank to the globe’s central banks — highlighted the problems facing the world. Reporting on the damage caused by the global credit crunch, which started hitting the world’s equity markets in June last year, the BIS bankers are very worried about what 2008-09 will produce.

“With a significant risk of recession in the US, compounded by sharply rising inflation in many countries, fears are building that the global economy might be at some kind of tipping point. These fears are not groundless,” it warned.

The coming 12 months are going to be overwhelmed globally by four competing issues; commodity prices (including oil and food), inflation and how central banks respond to that, the economic resilience of consumers in rich nations, and the growing economic power of consumers in developing countries.

The benefits of high commodity prices are there for every West Australian to see. The State economy is now bigger than New Zealand’s, GDP per capita is almost $15,000 higher than second placed NSW, median wealth has more than doubled and stands at a national high of almost $500,000, unemployment is at generational lows and businesses continue to scream for labour.

The increase in prices for commodities such as iron ore and coal, plus big lifts in production, are tipped to boost Australian GDP by at least 4 per cent this financial year — in dollar terms that is at least $45 billion.

But the price rises of another key commodity, oil, is what is dominating the minds everywhere.

A year ago, oil stood at $US68 a barrel. This week, it broke the $US145 a barrel mark, and pundits are predicting everything between $US100 and $US200 a barrel in the coming year.

The IMF this week estimated that the increase in oil has cost 59 of the poorest nations in the globe almost $US36 billion, or 2.2 per cent of their GDP. Higher food prices have cost the world’s poorest 33 nations about $US2.3 billion or 0.5 per cent of their already low annual GDP.

If oil prices click higher, analysts believe there is almost no chance America, Europe and Japan will avoid recession. If they recede towards the $US100 a barrel mark (as some pundits believe on the back of increased supply), then recession and inflation risks fall away.

Much depends on how central banks react to this confluence of high oil and food prices.

Norbert Walter, from Deutsche Bank Research, believes central banks will have to keep interest rates higher for longer to “kill” inflation. The low rates period that dominated the earlier part of this decade was a policy mistake that monetary policy setters will not repeat.

But as Australians remember the late 1980s and early 1990s, higher interest rates to kill inflation come at a high economic price.

CommSec chief equities economist Craig James put the chance of an Australian recession at about 40 per cent.

But he tempers that bleak outlook by also highlighting the one event that is likely to stave off that recession — the industrialisation of China.

“The world has never witnessed industrialisation and urbanisation of the scale of China,” he said.

This conflict between the old and the emerging is highlighted by the OECD’s forecasts for the coming year. It believes the US economy will grow just 1.2 per cent this year and 1.1 per cent in 2009. That appears optimistic. New figures show non-farm payrolls have now fallen for their sixth consecutive month in the US — an event that occurs only in American recessions.

Growth in Britain (1.8 per cent this year, 1.4 per cent in 2009), Japan (1.7 per cent and 1.5 per cent) and the euro area (2 per cent, 1.8 per cent) are all suggesting the world’s biggest economies will barely move in the coming 18 months.

But have a look at the emerging giants. China’s economic growth is expected to “moderate” from 10 per cent to 9.5 per cent, Brazil will slow to 4.8 per cent in 2008 and 4.5 per cent in 2009, while Russia’s economy is forecast to grow 7.5 per cent this year and 6.5 per cent next year. In other words, even as the biggest economies curl up in a ball, the emerging giants are marching on with barely a blip.

Back in the 2000-01 recession, China (and Australia, just) managed to avoid recession while the US did not.

But this time the scale of the problems is much bigger, the US is facing an even deeper slowdown, then there are the lingering issues of the subprime mortgage mess, and over the top are those expensive commodity prices.

（Mandy
